This analysis focuses on celebrants a couple can choose and contact. It excludes civil registrars and organised religion. Counts come directly from each person's nominating organisation and registration start date in the public register.

What the timeline can tell usThe government file is a current active list, not a historical archive. A cumulative figure for 2019 means the number of people on today's active list who had registered by 2019. It does not prove how many celebrants were active in 2019, because people who later left the register are not in the current file.
